The European Banking Authority (EBA) has classified Circle’s USDC stablecoin as a significant e-money token under the Markets in Crypto Assets (MiCA) framework. This designation, announced in a Wednesday notice, places USDC among only 45 projects to receive this classification. As a result, the stablecoin will be subject to joint oversight by the EBA and France’s supervisory authority, the Autorité de Contrôle Prudentiel et de Résolution.
USDC is currently the second-largest stablecoin by market capitalization, valued at $73 billion, trailing Tether USDt which holds a $184 billion market cap. The MiCA framework establishes comprehensive regulatory standards for crypto-asset service providers and issuers within the European Union, aiming to ensure financial stability and consumer protection.
This classification marks a pivotal moment for institutional adoption of stablecoins in Europe, signaling that major issuers like Circle are now operating under rigorous, dual-layered supervision. By designating USDC as "significant," the EBA acknowledges its systemic importance while imposing stricter compliance obligations than those applied to smaller tokens. This move reinforces the credibility of compliant stablecoins as viable instruments for cross-border payments and treasury management within the EU.
For the broader market, the distinction between USDC and non-significant tokens may create a two-tier system where regulated entities prefer the higher assurance provided by EBA-supervised assets. However, this increased scrutiny also introduces operational risks for Circle, requiring robust reporting and adherence to evolving prudential standards. The precedent set here could influence how other jurisdictions approach large-scale stablecoin regulation, potentially accelerating global harmonization of crypto-asset oversight.
