ZetaChain tokenholders have approved a plan to wind down the project’s layer-1 blockchain and migrate its native ZETA token to Solana. Governance proposal 68 passed Sunday with 99.4% support and 58% participation, exceeding the network’s 40% quorum requirement. Under the proposal, ZETA will become an SPL token on Solana through a 1:1 conversion, retaining the same ticker and total supply. The vote does not immediately trigger the shutdown; core contributors must submit a second proposal detailing the withdrawal window for cross-chain assets, snapshot block height, shutdown timetable, token claim process, and exchange conversion period. Validators will continue operating, and staking rewards will persist during the transition.
The decision stems from ZetaChain’s strategic pivot toward Anuma, its private-focused artificial intelligence application, and its Private Memory Layer. The project stated that maintaining its own Cosmos SDK-based layer 1 no longer supports this focus, and moving to Solana allows resource redirection from blockchain maintenance to AI development. Founded in 2021 as an interoperability project, ZetaChain raised $27 million in 2023 from investors including Blockchain.com, Jane Street Capital, Human Capital, and Sky9 Capital. This move follows similar recent actions by other projects, such as BounceBit migrating to BNB Smart Chain after a $3 million exploit, and Harmony proposing a shift to Ethereum following unauthorized token creation issues. ZetaChain itself suffered a $334,000 exploit in April targeting its cross-chain gateway contract.
This development illustrates the growing trend of infrastructure-heavy crypto projects abandoning standalone layer-1 ambitions to consolidate resources around specific application-layer verticals, particularly artificial intelligence. By migrating to Solana, ZetaChain effectively outsources base-layer security and consensus maintenance, allowing it to compete more directly in the AI-agent space without the capital expenditure required to sustain a proprietary network. The high approval rate suggests strong community alignment with this strategic contraction, viewing the layer-1 component as a sunk cost rather than a core value driver. However, the reliance on a secondary governance proposal to define the technical execution details introduces operational uncertainty regarding asset recovery timelines and validator coordination during the transition period.
From a market structure perspective, the continued exodus of tokens from smaller, independent chains to major ecosystems like Solana, Ethereum, and BNB Smart Chain reinforces liquidity concentration among established networks. While this benefits users seeking deeper liquidity and robust tooling, it raises questions about the long-term viability of mid-tier interoperability protocols that lack distinct economic moats beyond their native token utility. Investors should monitor whether the promised AI applications deliver tangible product-market fit, as the success of this pivot hinges entirely on the performance of Anuma rather than the underlying chain mechanics.
